My IPAD AIR WiFi greyed out after IOS update 12.4.8 , bluetooth also not working(circling). After researching in several places, took multiple actions( reset network/disabling location service/ Factory Reset/ Restoring) but issue still persists. It was working perfectly till 12.4.8 update. is there any bug with this IOS update which Apple is going to fix in upcoming release or any other suggestion will be helpful.

If you need to, if initial 1st tier Apple customer support is of no help to you, you can calmly ask to have this issue escalated up to more responsible, senior level Apple customer support employees to see if they can come up with other possible advice/solutions to this iPad WiFi issues, but I make no guarantees, whatsoever.
If need be, you can have your iPad issues escalated all the way up the chain to Apple engineering level customer phone support.
Even if no acceptable resolution, Apple, AT LEAST, logs all support calls and issues.

Have you tried a simple hard reset of your iPad by holding down both the Home and the top single sleep/wake/power buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?

Thanks for your advise. I am not expecting any resolution from Customer support as after reading several posts i understood this issue happens for many after IOS upgrade and they pointed out as a hardware issue(need to replace wifi chip). As this issue happened exactly after IOS update , even if some hardware issue happened , IOS upgrade should be the cause .But as My IPAD is not under warranty , i don't want to get it repaired by paying.
Yes , you are right. Even if I don't get any resolution they may log this issue. They can take care in upcoming release if it is IOS related.

Yes before factory reset/restore i tried normal restart and hard reset
