I'm trying to transfer data from my old 6 to my new iPhone 11 and got the "Data Transfer Complete" message. Now, my 11 has been saying “Updating iCloud settings...” for almost 24 hrs. and there’s nothing else I can do. How long is too long? I did an iCloud backup, and my 6 was updated to iOS 12.4.8 ("Your software is up to date.") about a week ago.

That’s way, way too long. It should only take minutes for the settings to be updated. Restart your phone and see if that resolves it.

One problem was I didn't know how to restart/shutoff with this message. I did find out: shut down, restarted, and looks like it's finishing updating all the apps. I now have to look around and configure stuff. Again, I appreciate the response.
