Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.

I assume you know that you created a new Apple ID the first time you signed in here and that you have a good reason for possibly creating another new one now.

Keep in mind that some things available under a first Apple ID will not be available under a new Apple ID. For example, you won’t be able to transfer anything purchased from the App and iTunes Stores to the new ID. And, there are other issues to be addressed.
