How to Dispute a Refund Denial?

I want to dispute the decision to deny my request for an in app refund. I, at least, want to know the reason for the denial. Who should I contact above basic Apple Support?

If you have already been denied a refund, I doubt Apple will change their minds. The only thing you can do is follow the steps at
