No. The 2019 iMac's do not support Target Display Mode, not even for another Mac.

Target Display mode is only supported on 2014 iMacs or earlier. The 2019 iMac is not supported as a display.
Target Display mode does not work on Windows at all.
If you really want to use an iMac as a display for a Windows computer, there are several options out there.

I prefer to use MacOS and iMac. But in 3D applications like blender I miss NVIDIA OptiX support which makes a huge difference.
I plan to assemble the PC only for a blender, but I do not want to clutter the desk with another monitor and an additional keyboard, mouse. i am testing now MS Remote Desktop, but it seems to have limitations in image quality, but it allows to work with an iMac Screen, apple mouse and keyboard on external PC. I am also looking for other solutions
