On my MacBook Pro, I'm trying to rent a movie I found last week in the Apple TV app. It's in Up Next but there are no buttons to play, rent, or purchase. I restarted and still have the same experience.

I experienced the same issue while checking on it for someone else who reported the same problem. I both updated to the 10.15.6 (hadn't gotten around to it) and restarted. The problem is gone.
It could be the restart. I’ve seen it on the tv app, there’s areas missing, then force quit and a restart puts it back.
I was up to date on TV, iOS and Mac OS and none of them were working. Apple must have had an issue because it began working for all on the next day. Thanks for everyone's help.

Quite possibly. Of course, since I didn't try just restarting first, we'll never know if that might have worked. A failure on my part of proper application of the scientific method.
A restart is always a good first step. I also have issues now were my computer logs me out after a very short period of time due to the VPN I have installed to access precisely one thing at work. Sometimes, if I prevent it from logging me out (by leaving an open, unsaved document, for example), I have all sorts of weird issues.
Which movie is this, if you don’t mind saying, so I can take a look on my MacBook
I just choose a random movie and my TV app has it all.
