All calls like the one you received are scams/phishing attempts. They are made by criminals that prey on the unwary. Apple never would make a call like this. Apple only calls if a user if the user has arranged the call. Note that I am not aware that FaceTime is connected with such calls.

You also can Check your Apple ID device list (https://support.apple.com/en-us/HT205064) and remove any device that shouldn't be signed in using the steps in the link.
