My Mac "sees" the new LG Monitor when I click Gather Windows but the external monitor is blank. Restarting the monitor does not help, it just times out saying no connection. I'm using a Belkin Thunderbolt 3 to USB device to connect. Any ideas?

There is a joystick/button on the bottom of the display panel that can be used to select inputs. See:

Try a USB C to HDMI Cable directly from one of the computer's Thunderbolt 3/USB-C port to the display.
Avoid cheap cables and adapters. Some, like your Belkin unit, are not rated for 60Hz.
Excellent, thanks much for your help. That all worked. Then I just had to learn the "trick" of moving the white bar from screen to screen in the display preferences make the primary!
What model LG Monitor and what Belkin device?
Check the input settings on the monitor to make sure the correct input is selected.
Double check any install/app/driver type requirements for the LG Monitor. Not all are plug & play.
The LG monitor is a m27MN60T and the Belkin device is a Belkin - 4-Port USB Type-C Hub with Gigabit Ethernet Adapter - Space Gray

There are only two HDMI ports on the monitor, no control buttons.
