Old phone dead, can't login with apple id on new phone bc of 2 factor id

Struggling to get past two-factor identification. I cannot get a code on the old iphone 6 that won't even turn on. Went through the account recovery process but then I saw that an email will be sent with instructions. The email is an icloud email and I can't login to that with out the 2 factor id that I can't see because of the dead phone. I'm going in circles and have no idea what to do. Please help!
