My iphone XR tells me I have a backup on icloud but when I try to do a restore from iTunes it says that no backup is available to do a restore from

AFter trying to update to 13.6.1 my iPhone XR crashed and I had to do a restore from scratch. My phone has restored my basic settings from iCloud and my phone tells me I have a backup in icloud from earlier in the month. However, iTunes cannot see this backup in icloud for me to restore from. How do I get this backup onto my phone again??
