Hello , My iPad ( model A1460 )software is up to date but I currently unable to download or update the installed app. And when I try to download any app the application icon appear like buffering without any stop. And at the end the download not started. Plz advice

Perhaps they can't be updated since those apps new versions require iOS 11 or later (not supported by your iPad 4th generation, because of hardware incompatibility).
