Command + R Restore

Trying to do a Command + R restoration to reinstall macOS. Each time, wireless keyboard and wireless mouse are not recognized at the beginning of the process, stopping any action. I can then shut down and do a normal restart with no KB/mouse problems. Bluetooth is always on. Why no recognition?

As soon as you see the Apple symbol on startup hold down Command + R, if you still cannot get it to boot please try a wired USB keyboard.
