iTunes won’t download song purchases

I’ve noticed lately that when I purchase a song from iTunes it shows as downloading but always reverts back to showing the price of the song. When I go into my music list it doesn’t show the song as downloaded only shows a cloud with a blue arrow pointing downward so i click on it to download.. it will say downloading and then stop. I am having to sign out of iTunes almost every time I purchase a song to get it to download. All my settings are the same and I’ve restored my phone and updated to the latest version with it working correctly for a few minutes and then going right back to messing up. A few weeks ago I noticed a pop up saying iTunes can’t download this purchase even though I was not purchasing anything. I’ve updated to the latest iOS with no resolution. Any advice or others having this issue?
