Can’t set up Face ID (iPhone XR iOS 13.7)

So I got a replacement iPhone XR. When setting it up I first had to update, then I restored for my previous XR’s backup. Everything went smooth till I tried to set up my Face ID. When the camera try’s to scan my face I get a couple different results.

• Fave ID not available
• or the prompt move iPhone lower or move iPhone higher when its trying to pick up my face.

So I’ve tried

• restart, hard restart.
• factory reset, and restored my backup again.
• factory reset, and set up as a new iPhone
• I’ve followed a couple online fixes such as tire the Face ID feature on and off and also the Attention Awareness Features.

My portrait camera works fine, not sure about any of the other hardware associated with that camera. But I’m definitely leaning towards a software issue. If anyone has had this problem or knows of the fix I’d appreciate some help.

Im thinking I’ll have to head into the Apple store.
