We want one way syncing to the cloud. How can I do this?
major issue is, we have one device with lower space. There are so many pics, the brand new device is unusable.

You can't.
Syncing is two way by design. Source and target.
Look at photo optimization.

Leave photos in cloud but allow phones and iPads connected to delete them...
