Cannot download high sierra upgrade

WTH?!?? Trying to upgrade a 2012 Mac Mini from Yosemite to High Sierra. Jumped through so many hoops, still can't get it. Tried to upgrade through iTunes, says not available in my country. You mean USA?!?? Tried through App store, it doesn't even show up.

OS X High Sierra I am trying to update from macOS Sierra 10.12.6 to 10.13 and I can't find 10.13. Well, yes I can, but it takes me to either the app store or iTunes, and both tell me that it is no longer available in the US. Sooooo, how do I get that upgrade? I have a Mac Pro 2010 w/o a 'metal' graphics card, and High Sierra is the newest that I can install.

How do you get High Sierra to upgrade from El Capitan. The apple site sends you to the App store and the App store says it is not available in US stores. How can you upgrade from El Capitan to High Sierra. The apple help site sends you to the App store for the High Sierra download but the App store says it is not available in US stores.

Have you tried this option: How to upgrade to macOS High Sierra - Apple Support?

Be sure to use Safari when accessing the download.
