Disabling Audio Ducking Has No Effect

When in FaceTime calls, the system reduces the audio from all other applications via audio ducking. I understand that by using the VoiceOver Utility, there is an option to disable audio ducking (by unchecking the "Enable Audio Ducking" box under the Sound tab). However, this seems to have no effect, and when on FaceTime calls, other applications' volumes are still significantly lowered. What can I do?
