Face ID isn't working on Iphone XS

My FaceID stopped working. I tried setting up a new Face ID but the phone keeps saying move phone higher or lower. I tried everything on the https://support.apple.com/en-us/HT208114. I have ensured that my ios is the most up to date and restarted multiple times. Thanks.
