why can I not move files between folders on my Macbook Air?
Old my old macbook air i could drag and drop files between folders on my desktop but I cannot do this on my new Macbook Air. Why?

If your problem is when you select a file, click and hold on the trackpad to drag the file, I had the same problem. To fix this, go to System Preferences > Trackpad. On the bottom of the Point & Click tab there is "Force Click and haptic feedback". If you uncheck the box this will hopefully fix your issue.
