Apple School Manager Account - which one to use?

Our Local Education Agency purchased iPads for our school (non-public school) using CARES Act funds. Am I able to manage these devices under our Apple School Manager account or do they need toi be under the LEA's account?

Any iOS/iPadOS/tvOS device can be added to ASM. If you receive an error that the device is already enrolled, the LEA would need to release from their instance for you to enroll in yours.
