My iPad, iPhone, and 4 other iPads are all under the same Apple ID. Occasionally we get messages stating storage is full. I know storage can’t be full on select devices bc there is only a few apps and pictures. Will the family sharing elevate some of this or do I need create separate accounts for each individual person?

You should create separate accounts for each person. By using one ID, all iCloud data is being shared between all devices, even though you may not need to have each others data.
If 13 years old or older.
If under 13 years old, you will need to set up Family Sharing to create an ID.
Family Sharing and Apple ID for your child.
When changing to the new ID, there may be some data loss, but you can minimize it. If syncing photos with iCloud, ensure Optimization is turned off in Settings/Your Name/iCloud/Photos and/or in Photos/Preferences/iCloud. Then make sure full resolution photos are on the device/computer. When signing out of iCloud, if asked whether you want to retain data, choose yes. If I download the family share does that give them more storage on their individual device since all four devices are currently connected?
