Why can’t I change my Apple ID. The phone no is the same but when verifying my new Id.. it’s undeliverable and won’t acknowledge it as my new id

Why am I unable to change my Apple ID? The phone no is the same, and it says I cannot delete my old Apple ID without 1st making a new one. But when it allows me to make new one, when verifying code is sent to new Apple ID, it’s undeliverable. It’s not acknowledging the new I’d. ????help I have iPhone 8 plus

I’m trying to change my Apple ID, but it won’t acknowledge my new one when verifying it. It’s undeliverable. I have an iPhone 8 plus
