Problem with a key letter on Macbook Pro 13" 2017

Hello. I am from Israel. I bought my notebook in Israel in 2017 from the reseller called IDigital. I had a problem with one key letter on my keyboard. The keyboard itself is OK, but the butterfly inside the key was broken and the key letter went out. I've read that certain notebooks with the keyboard problem are eligible for a recall. I went to a reseller and they said to me that I can send my notebook for a recall and they will change the whole keyboard for me. I said that it's ok to change only one key letter, but they said that it's not possible. So they sent my notebook to the lab and technician in the lab told me that this problem is not eligible for a recall and that they can change for me the whole keyboard for 650 euro! And the only problem that I have is the small part of the key letter that is broken! They said again that it's not possible to change only one letter and they will send me my notebook back, but I have to pay them 60 euro for the service. So they just opened my notebook, saw that the key letter is out and it's not eligible for a recall and that's it. I don't know to whom to complain about it and what can I do to repair my key letter. It was one of the worst customer service, that I've got.

If the butterfly mechanism itself is physically damaged or the key cap is damaged, then it is not covered by the free repair program.

The butterfly mechanism itself is not replaceable.

If only the key cap is damaged, then it may be possible to replace just the key cap. Apple does sell key cap kits for AASPs, but an AASP cannot just order a single key so replacing just the key cap can be very expensive.
