50gb can it be transferred?
If I bought the 50gb storage on my Iphone SE and down the road I'm going to change to an Iphone 11 will it be 50gb there too or do I have to repurchase and now I have 2 50gb of storage I have to pay?

Your iCloud storage is associated with your Apple ID and not by device so there's no need to "repurchase" when you acquire the new device. Simply login to the new device with your Apple ID & password and you will see the iCloud storage you've purchased on it.
