Can't turn off iCloud Keychain

Whenever I toggle the switch, it prompts for my password and spins for a second then the toggle turns back on every time.

I've tried everything, and read the keychain support page several times, and cannot turn off the keychain on my iPhone X running iOS 13.7.

I tried turning it off by unchecking the Keychain box in System Preferences on my MacBook and it would do the same thing (spin and then re-check or turn back on) so I formatted and reinstalled macOS on my MacBook Air and was finally able to get the check to stay off.

I erased my iPhone and set it back up again hoping that would do the trick, tried signing out of my iCloud account on the iPhone and rebooting it, signing back in, but no matter what the keychain won't turn off and just turns itself back on every time I toggle it and enter my password. What do I do now?
