Texts from unknown senders not being filtered out. Why?

Why does my iPhone refuse to filter out Texts from unknown senders? The numbers are not in my contact list but everything is sent to main display.

The feature only works with iMessages. It doesn’t work with SMS messages. iMessages is Apple’s proprietary texting app and they can control what it will do. SMS messages are a function of your wireless carrier over which Apple has no control.
