My esc & f3 button have stop physically working. I purchased a new apple keyboard and the problem is the same. How can I fix this issue. I use excel alot and need this function.

Open Keyboard Viewer, does esc highlight when pressing it?
Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode?
Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.
Any luck yet?
