The option for Text Message Forwarding is not showing on iPhone 11 Pro running iOS 14

I should see an option for text message forwarding like you see on this image below ... And I do see that option on my wife iPhone SE V2.

But on my iPhone 11 Pro this is what I see.

And because I don't see the option I can't send or receive text message on my iPad. It was working fine under iOS 13 but after upgrading to iOS 14 the option is gone.

Apple only suggestion was to do a factory reset and then restore a backup on the phone and hope that fixed it.

They had me do a network reset on both devices but that didn't do anything.

I am thinking it maybe because I am using an e-sim on my Pro and my wife iPhone SE has a standard sim.

I know that if you don't have iMessage turned on that text message forwarding isn't available.. What if you try turning off the iMessage switch, wait a minute, turn it back on and wait for it to activate.

Does it show up now? (I just did this and the option takes a minute to show up, might need to leave the menu and come back in)
