Asking for verification

When I try to Download an app I keep getting a thing pop up saying I need to verify my account and billing information even tho I don’t have/want to set up a card to my Apple ID. There are two options, to cancel or continue but when I press continue it just takes me to my billing information and I don’t know what to do. I’ve tried about everything and I don’t want to reset my phone.
