Error 1008f is some sort of network error that appears when you are trying to reinstall macOS via Internet Recovery. The problem will occur with notebooks that have the T2 chip. The T2 chip is in your model. When you say you tried what I posted, did you mean that first you turned off Secure Boot?

Something else to try is to Reset NVRAM or PRAM on your Mac - Apple Support.

I assume that when you startup the computer you get the spinning globe. Did you select your Wi-Fi network and enter the network password you set up? This is important, unless you connect to the network using Ethernet.

First, you need to disable Secure Boot prior to installation.

Disable Secure Boot

  1. Hold down Command-R as you power on or restart your Mac. Release the keys when the Apple logo and a progress bar appear. This will boot macOS Recovery.
  2. Wait until the Utility Menu appears.
  3. Select Reinstall macOS, then follow the onscreen instructions. This will preserve your apps, settings, and data - but you'll have a fresh copy of macOS.

If the above steps don't work, temporarily reduce or disable Secure Boot:

  1. Boot into macOS Recovery (see above).
  2. When the Utility Menu appears, don't select any options presented. Instead, go to the top menu bar and click on Utilities.
  3. Select Startup Security Utility from the drop-down menu.
  4. Enter your administrator password when prompted.
  5. Set the Secure Boot setting to None.
  6. Quit Startup Security Utility, then try reinstalling macOS again.

Internet/Network Recovery of El Capitan or Later on a Clean Disk

If possible, back up your files before proceeding.

You will need a fast, working Internet connection, preferably, Ethernet. If you must use Wi-Fi, you will be asked to select your network and enter the network password. This procedure will install the current version of macOS that is compatible with your model.

  1. Restart the computer. Immediately, at or before the chime, hold down the (Command-Option-R) keys until a globe appears.
  2. The Utility Menu will appear in from 5-20 minutes. Be patient.
  3. Select Disk Utility and click on the Continue button.
  4. When Disk Utility loads select the target drive (out-dented entry w/type and size) from the side list.
  5. Click on the Erase button in Disk Utility's toolbar. A panel will drop down.
  6. Set the partition scheme to GUID.
  7. Set the Format type to APFS (SSDs, only if installing Mojave or Catalina ) or Mac OS Extended, (Journaled.)
  8. Provide a volume name, usually "Macintosh HD."
  9. Click on the Apply button, then click on the Done button when it activates.
  10. Quit Disk Utility and return to the Utility Menu.
  11. Select Install OS X and click on the Continue button.

Is your SSD encrypted? If it is, then turn off FileVault. Or you will need to find a way to make a bootable USB flash drive Mojave installer. If this isn't feasible, then as a last ditch attempt: Reset NVRAM or PRAM on your Mac - Apple Support and Reset the System Management Controller (SMC) on your Mac - Apple Support. Then give it one more try. If you still have no success, then you will need to take it in to a local Apple shop where they should be able to get macOS reinstalled.

If you have a Mojave or Catalina USB bootable installer, then boot to the Utility Menu. Follow the instructions from one of my earlier replies about disabling Secure Boot. Be sure FileVault is turned off, then give it another try.
