I FOUND THE SOLUTION!
I was having an issue similar to this thread: I cannot paste my copied text from one application to another application
For me I was able to see the "copy" option... but the "paste" option would only show up after my 2nd or 3rd attempt trying to copy/paste from one app to another... and also sometimes in the same app. This was happening in native Apple apps as well as 3rd party apps.
I have an iPhone 12 Pro running the latest iOS so there's no reason I should have been having these issues. I spent 40 mins on a chat with an Apple agent who kept asking the same questions but no resolution.
So I kept searching and found THIS ARTICLE!! And that's where I finally... after 3 or 4 months... found the solution!!!
"For some users, disabling and then re-enabling the Universal Clipboard seems to fix this issue. To do so, you need to disable the Handoff feature. Go to Settings > General > Handoff > Uncheck. After this, log out of your iCloud account and restart your device. Once it reboots, login back to the iCloud. Then check if the Copy and Paste not working issue after the iOS 14 update is fixed or not."
I'm not sure if that alone solved my problem so I'll also share the other two things I did, as well...
I followed the above instructions and before restarting my phone and logging back into iCloud here's what I did:
Go to Settitngs > General > Reset
Then I shut down my phone... then restarted... then logged back into iCloud... and I'm back in business. After 4 months of being incredibly frustrated, I finally have copy/paste working again properly!
I wish I had this solution 4 months ago!

I was having same problem but I figured it out. First you hold your finger down like you would normally do. Then you lift your finger an tap once where the blue line is. At this point the select or select all will pop up. You may have to play with it a little. I uploaded a video at YouTube. Here is the link: https://youtu.be/rCqlomp1BMk
You should still be able to copy and paste. It took me a while to figure it out but just go to the text you want to copy and double tap it. The options bar should pop up and the you can select what you would like to copy and the paste it where you need to.
hope this helps!
They changed how you copy certain things. If holding your finger still does not allow you to select something, try a rapid double tap. This seems to let you select, and then copy and paste. I don’t understand why Apple doesn’t reply on these forums. I just stumbled on this solution by accidentally hitting a number twice that I had been unsuccessfully trying to copy.
Apple changed the way you select items on some programs. If holding your finger still on an item doesn't give you the option you want, try rapidly tapping a word or number twice. Then you can copy and paste as expected. This works in the phone book and other places. In FB on a phone or a newer iPad as far as I can tell, you can only select a complete block of text, then edit the unwanted content away. This is often more easily accomplished by pasting into a word processing app. Pages seems like a logical choice, but Notes seems quicker. I'm no expert, I am sure there is a lot more to it. Apple should have clear instructions easy to find, but I sure haven't found them.

Hello VWMOMMYOF3,
Thanks for the additional information. There was a new release (14.0.1) of iOS 14. Make sure you're running that version and test to see if the issue remains. If the issue persists, or you are already running iOS 14.0.1 and the issue remains, you'll want to reach out to Apple Support.
Thank you for using Apple Support Communities.
Hello Everyone! So I realized something last night - IF you go to/put your cursor at the very end of all the text in whatever box/app/message you are sending....and lightly hold or rest your finger THEN Select and Select All pop up almost right away. It does not seem to work as well (or at all) if trying to hold down/select from middle of the text or other spot. Would like to hear back if this works for others also - try it and see?
Just quickly double tap! That’s the way to do it now.
I had the same problem and this fixed it:
Go to Settitngs > General > Reset
Did you try double tapping on whatever you want to highlight? these seems to work for me and the options come up with the copy, paste, cut, etc......
For me it works. I have iPhone 6s Plus iOS 14.0.1
I just tapped once and the paste option shows on screen. All my copy / paste options works again, even handoff ... after I logged out and signed back in with my apple Id
Indeed!
Try double tapping on the text you want to copy.
I have 14.01 and tried it in reminders.
Double tap the word you wanna copy
Try rebooting. That worked for me...
