Your footer indicates MacBook Air and which doesn’t support Touch ID as far back as the indicated 10.13 (10.14.1 is the oldest for the oldest Retina model with Touch ID) and as this question was posted in the Apple ID area, so I’m not entirely certain what passcode or password is being referenced on what device or computer.
