I purchased a used 2018 MacBook Pro and the previous owner erased his info. It appears as if he erased the recovery system on the drive as well and I cant start a reinstall of the OSX. The internet recovery gets to the globe but fails to complete. I'm doing this on my home wifi is that the problem? I don't normally have issues with the wifi.

Try a different Network
or try an Etherenet connection for faster/more reilable internet.
