MacBook Pro out of storage - files in iCloud.

ICloud drive shows that my major files - documents, Photos et al - are stored in iCloud. My 500 GB MacBook Pro (10.15.6) is out of storage. Must/can I physically remove files on my Mac? Should this be automatic? Can I remove iCloud-stored files from Mac manually? How?

MacBook Pro 15″, macOS 10.15
