What should that be software problem or hardware???

I can’t access my finger print, after changing my screen my Touch ID stop working, whenever I try it , it’s always says unavailable to activate Touch ID, now after installation of the new ios14.2 I find out that it’s no longer saying it but now it’s not functioning, when trying to activate it it’s not even capturing anything, I have done all kinds of restarting but still yet pls I really need help
