Watch is not receiving messages. Connected to Wifi and watch has cellular. The only way the watch is able to receive messages is if the phone that it is associated with is on and nearby. That is not why I paid for a cellular watch.

Maybe you un-pair the pair Watch again with your iPhone.
Test it using Siri whether Wi-Fi is connected.
