Forgotten iCloud password, email recovery not possible

Hi there,

I am trying to recover my daughter's iCloud account due to her forgetting her password (ongoing now for about 2 years). Have created a few other addresses for the family to address account sharing of apps and devices, inclusive of screen time to monitor usage.

It seems I may not have set up a recovery account; highly unlikely as I am still able to reset her password using my phone for codes. How is it at all possible to recover a password to an iCloud address she is clearly locked out of? There is a setting after the iforgot.apple.com process which seems like it would provide options if the account is inaccessible but this disappears as soon it is clicked.
