Volume limit on iOS 14 gone!?

Ive updated to iOS 14, so far it’s great. But when I watch a YouTube vid, It just blastes in my ear and it just hurts, checked to lower the volume limit down and to my surprise it’s completely gone, I’ve looked everywhere in my settings and it’s just gone. Is there some sort of glitch happening? Or did Apple do this on purpose?

"You can limit the maximum headphone volume for music and videos. Go to Settings . Tap Sounds & Haptics (on supported models) or Sounds (on other iPhone models). Tap Reduce Loud Sounds, turn on Reduce Loud Sounds, then drag the slider to choose the maximum decibel level for headphone audio."

I've posted on this topic previously but let me clarify: I cannot use the control as its is in sounds and haptics. It does not allow me to set a max volume level and thus the sensitivity of the volume slider at low levels. I need this because I use my bluetooth speakers at low volume at night so I don't disturb anyone. Without the max volume adjustment it is very hard to adjust the volume at low levels. Please: Put. Back. Max. Volume. !!! Or tell me how to use 'reduce loud sounds' to perform this function.
