I emptied contents worthy of 10 GB but my iPhone keeps sending me full storage message and it seems only 1 GB was emptied, what could possibly be wrong?

You cannot increase storage of iPhone. However you can optimise iPhone Storage by using iCloud Storage. Save space on your device
Settings > [your name] > iCloud Tap Photos > Choose Optimize [device] Storage Set up and use iCloud Photos - Apple Support

Your photos are always available on both iPhone and iCloud. You delete it on iPhone it is gone from iCloud and vice-versa. To save space on your iPhone use Optimised iPhone storage. Remember, if you delete in one it is deleted everywhere.

Yes I know thank you,
but my problem is something else, I usually empty my photos and videos on my external hard drive and then delete the old photos from my phone, usually it works quite well, but this time around I emptied 10 GB of videos but only 1GB of storage freed-up on my iPhone
