Split Live Photos (.JPG and .MOV) Cannot Upload to iCloud.com From Windows PC

"Only files in JPEG format can be uploaded." I have my photos backed up and saved on my Windows PC. It saved all my Live Photos in complementary .JPG and .MOV file formats. When I upload to iCloud.com/photos, I get the error, and it only uploads the static JPG. My expectation is for the two files to be merged back into a single Live Photo. Thanks.

Per -- Set up and use iCloud Photos - Apple Support.


"File types that you can use with iCloud Photos


Your photos and videos are stored in iCloud exactly as you took them. All of your images are held in their original formats at full resolution — HEIF, JPEG, RAW, PNG, GIF, TIFF, HEVC, and MP4 — as well as special formats you capture with your iPhone, like slo-mo, time-lapse, 4K videos, and Live Photos."
