I have tried 4 times to set up my new IPad. It keeps telling me "it may take a few minutes to set up your your Apple ID. After waiting a very long time I forced it to turn off and started over. It still says the same thing after 4 tires. What now?

How can I set up my IPad when it repeatedly says "it may take a few minutes to set up your AppleID"? I have done the force turn off option and restarted the process 4 times.
