closed captioning for imovie

Is there a way to add closed captioning to a movie clip??

MacBook Pro 13”, macOS 10.15

There is no iMovie feature that would let you add closed captions. I believe that there is software out there that would let you do that, but I haven't tried any myself. Here's a link that you could check out for yourself:

As I said, I have not tried closed captioning software, so am not in a position to make any recommendations. Since you are running Catalina you would need to be sure that whatever software you get that it is 64bit, as Catalina does not support 32bit applications.
