iCloud encountered an error while trying to connect to the server.

I notice there was a known issue about iCloud connecting that is showing as resolved. However I just tried to login to iCloud from my laptop and am getting an error message saying:

iCloud encountered an error while trying to connect to the server.

I have two factor authentication in place it's still triggering that, but doesn't recognise when I allow the connection.
