Why am I being charge charge 38 dollars on a app that it’s has a day trail I download it this morning and delete it today ?

It says “pending” which means you haven’t been charged yet. You need to cancel the subscription—>See or cancel your subscriptions - Apple Support
You also need to fix your payment method or you will be banned from the iTunes & App Store.
