Unfortunately yes. If this is a second hand phone and you have no contact with the original owner, you will never get past the activation lock. Your only option is to recycle it.
Then you need to contact her to get her to remove her ID.
Recycle the device. You will never be able to use it.

I am the original owner i let an ex girlfriend borrow it with her id on it
I wish that was the problem but unfortunately I've already tried getting it no luck.
Recycle it and don't get a new girlfriend.
