I'm tracking my daughter by "Find my Iphone". She is 14 year old, she don't want me to know where she went and she turn off the cellular data. I can't track her, the screen showing black spot that online last 20 minutes ago. I already control the Apple/ Icloud account, so she can't change account or log out because she don't know the password. Please give me some solutions.

I don’t think there is a solution to this. She has the control over when she is connected to the cellular network. You will need to reinforce with her that want to make sure she is safe and that you are not spying on her.
Go to Settings/Screen Time/Content & Privacy Restrictions - under Allow Changes set Cellular Data Changes to Don’t Allow.
Just in case she discovers it, pre-emptively go to Settings/Screen Time/Content & Privacy Restrictions - under Privacy/Location Services set it to Don’t Allow Changes.
She can still turn off the phone, however.
After that technology has reached its limits and old-fashioned parenting is the fall back; tell her you will take away the iPhone and give her a dumb flip-phone if she doesn’t cooperate.
