Since the last update, my texts are showing a read time. I have never had that turned on and the setting did not change. I attempted all of the advice that I could find from previous updates, i.g. reboot, toggle settings on/off. Nothing of correcting the issue.

I was having this issue too. I did a bit of digging and figured out it was only sending read receipts to people in my Favorites. I checked their info in Messages and they all had Send Read Receipt on. I changed it and so far so good.
There's also a read receipts option for each contact person. In Messages, go to info and you will see it there
Mine is off but still showing read that's the problem.
