my iphone 5 is at update 10.3.4 but it still wont let me use anything in the app store and etc. it says it needs ios 11. i am confused by this

You can't update your phone.

If you need apps that only support a higher version of iOS, buy a newer phone.

Iphone 5 was discontinued 7 years ago.
