iCloud.com has a greyed out 'download' icon

The pics in my icloud are not appearing on my Windows 10 pc. The 'download' icon in icloud is greyed out. How can i get my icloud pics to my pc?

We see that you're having some trouble downloading your photos from iCloud. Check the steps located under the "Download your photos and videos from iCloud Photos" header of the following article:
