If the icon for location services is showing on my iPhone, how do I find what app is being used?

Location services arrow is always on Yesterday I updated my iPhone XS Max to iOS 13.6. Today I observed that location arrow is always on. The only thing that switching off “status bar icon” in location services does is that when off, arrow icon always stays empty. Disabling all location services one by one manually and switching off Find my iPhone doesn’t work either. Only way to switch it off is to disable all location services but I want them on. Is there any other way to get rid of that arrow?

Location Services App not listed Facebook nor Messenger are not listed under Location Services. Why? Instagram and what’s app are listed under Location Services. What coding is Facebook/Messenger inputting into their software to not show up on the location listing?

Settings > Privacy > Location Services. Scroll to the bottom of that screen for an explanation of the icons that are used to show which apps have used location services recently.
